Medway Council Portfolio Holder for Community Safety and Customer Contact welcomes the roll out of the new non-emergency number – 101 to Medway.
The 101 number can be used to contact Kent Police for non-urgent reporting, general enquires, to report anti-social behaviour and contact their neighbourhood officers. It replaces the previous number, 01622 690690. Read more...

Cllr Mike O'Brien addressed the Boundary Commission Public Hearing this morning in Maidstone, giving the reasons why he opposed the Boundary Commission proposals.
Here is his speech:
May I take this opportunity to thank you for giving me the time to speak at this public hearing, organised by the Boundary Commission.
I want to start by saying that I reject your proposals for the Gillingham and Rainham Parliamentary constituency.
I speak as a Rainham Central Councillor and as the current portfolio holder for Community Safety at the Medway Local Authority.
The BCE’s initial proposal for the three Medway town’s Parliamentary seats does not make any sense or logic: you have put Luton and Warfield (Chatham) into Gillingham, Hempstead and Wigmore (Gillingham) into Chatham, Chatham Central into Rochester and Rochester South and Horsted into Chatham. These proposal break all community ties and go against the concept of 5 separate Medway Towns: Gillingham, Rainham, Rochester, Strood, and Chatham.
From a community safety perspective, Luton & Wayfield and Chatham Central - both always having been Chatham - share similar demographic and social issues and have similar strategies in place. It would in my view be important to keep these two parts of Chatham in Chatham, rather than split them into two separate constituencies - Gillingham and Rochester. This does not make any sense.
Hempstead & Wigmore and Rainham Central come under the same neighbourhood policing team. These areas share similar community safety issues and they would benefit from having a single elected Member of Parliament to address their concerns. This is what happens at present.
As a Rainham Central Councillor, and having lived in Rainham with my wife Sheila nearly all my life, all my children and grandchildren live in Gillingham and Rainham.
Parts of the Rainham Central ward are also part of the Wigmore area.
For example:
Both residents of the Rainham Central part of Wigmore and residents of the Wigmore ward, would use the Post Office in Woodside, Rainham.
Residents from both the Rainham Central part of Wigmore and he Hempstead and Wigmore ward would use Rainham Healthy Living Centre and Fairview Dental Practice.
Both residents of the Rainham Central parts of Wigmore would use the same veterinary practice as residents of the Wigmore ward. The veterinary practice is in Woodside.
Residents from both parts of Wigmore - Rainham Central and Hempstead and Wigmore - are part of the same residents association (Wigmore Residents Association) and look at resolving local issues which tend to be of similar nature.
Your initial proposal to remove the Hempstead and Wigmore ward from Gillingham and Rainham, would split communities. An example of this is would be in Drewery Drive. Part of it would be placed in to Chatham and Aylesford, the other side Gillingham and Rainham. This is completely illogical. Many residents who live in this part of Wigmore in Rainham Central go to St Matthew’s Church on the other side of Drewery Drive. It is important to have a single MP that the community can relate to.
You initial proposal would split communities up even further by putting half of Bredhurst Road into Chatham and Aylesford, the other half into Gillingham and Rainham. This is completely irrational as one neighbour would be in Chatham, the other in Gillingham and Rainham. Both share similar issues and concerns and would benefit from having a single MP.
The postal address for residents in Wigmore is Rainham, and for residents in Hempstead is Gillingham.
The residents of Rainham are very proud of their town and this must be respected.
Residents who live in parts of Wigmore also worship at St Margaret’s Church, the parish church of Rainham. It is important to keep the community together.
Rainham has its separate train station which is used by residents from all over Rainham, including Hempstead and Wigmore.
Rainham has its own taxi service - Rainham Cabs - which are used by all residents in Rainham.
For shopping, residents from all over Rainham, including Wigmore and Hempstead, use both the Rainham Precinct Centre and Hempstead Valley Shopping Centre.
Wigmore Park playing field and tennis courts are used by children and adults from Wigmore and Rainham.
With all this in mind, I urge you to reconsider your initial proposal and to put Hempstead and Wigmore back in to Gillingham and Rainham which it has been a part of since 1918.
Counter proposal.
I understand you need to make changes as required by Parliament to reach a certain electorate quota. I suggest you may look at putting Lordswood and Capstone into Gillingham, as parts of Capstone have a Gillingham postal address and children from this area go to school in Hempstead and Wigmore. This counter proposal makes very minimal changes to existing constituencies in the three separate Medway Parliamentary constituencies as it only changes one ward.

Here is the response that I gave to Mr Daniel Moylan, the representative from the Mayor of London at today's FSB debate on the issue.
Mr Moylan, the Mayor of London seems to continuously change his mind over his proposed airport. In 2008 he called for a new airport in the Thames estuary. Then he said on Question Time in March 2010 – “I don’t want to build an airport in the Thames estuary”. On 1st august 2011 he said he was thrilled by new plans for a Boris airport in the estuary and then on 5th October 2011 he said he’s no longer committed to a Thames Estuary airport. On the 10th October he said he’s in favour of the Heathwick proposal. He appears to flop around on this issue as much as his hair, trying to hold the people of Medway ransom for London’s interests. This is even after the Prime Minister had categorically stated that there would not be an airport. Do you not realise that all you are doing is blighting the lives of our Medway people who live on the Peninsula. You seem to want to replace what remaining countryside we have with a concrete slabs. If we accept your argument that the UK needs a new hub airport and it needs to do this as soon as possible then why has the Mayor of London opposed the expansion of Heathrow which would have provided an improved hub airport in a much shorter time period than his pie in the sky plans for an airport in the Thames Estuary? Longford Court & Marlborough House presentation to Kent Air Ambulance

The residents of Longford Court and Marlborough House in Rainham have raised £300 from a Naughty Nurse Medical Fancy Dress Coffee Morning for the Kent Air Ambulance this morning ,in addition to the £130 that they had already raised during the year.
The cheque was presented to local Kent Air Ambulance volunteer Mr George Wildridge.
On being given the cheque, Mr Wildridge thanked the residents for their continued support. He said that the Kent Air Ambulance had flown nearly 500 missions so far this year, each mission costing some £1000.
Also present was Cllr Mike O'Brien who said "The residents never cease to amaze me with their tireless fund raising efforts. The Naughty Nurse coffee morning was great fun and a tremendous success. Their zest for life and fantastic good humour make these residencies a wonderful place in which to live".

The Cabinet Portfolio Holder for Community Safety and Customer Contact Cllr Mike O'Brien had the pleasure of visiting the Medway Council event at Knights Road Recreation Ground in Strood yesterday at the launch of the "A Day For Every Dog" event, which is part of our noise awareness week. This week focussing on dogs. Dog owners were invited to obtain free chipping for their dogs and a great many dog owners took advantage of this opportunity. The Council was supported by the PDSA who kindly gave free health checks to each dog.

Mike said afterwards "The Prime Minister gave an impassioned and positive address which thoroughly enthused us all. It gave us added impetus to carry on canvassing with a passion to win during this last week of campaigning".

The road works to improve the junction of Swain Road and Hoath Lane are due to commence on the 7th March and are expected to last for around six weeks.
These works will consist of the improvement of the Swain Road junction, Installation of new traffic islands in Hoath Lane, on the approach to the junction and new improved street lighting.
There will be some disruption caused by the carriageway having to be restricted with temporary traffic signals.

Following many complaints about the noise and light pollution from the construction of the new Tesco store, your Rainham Central Councillors met with the site manager and store manager of Tesco this morning to discuss matters.
Tesco have acknowledged that mistakes have been made and are extremely apologetic about the inconvenience and noise that local residents, particularly in Edwin Road, have had to endure.
They will be writing to local residents to apologise.
The good news is that the work is nearing completion.
The store will close at the end of the working day on the 13th February and will be closed for a week, reopening on the morning of the 21st February.
The only remaining works will be resurfacing of the roundabout with an anti skid surface which should be completed in May.

It is a privilege to serve the people of Rainham Central and we thank you for your continued support during 2010, culminating in Rehman being elected to the House of Commons as our Member of Parliament in May. Mike was appointed as Cabinet Portfolio Holder for Community Safety and Enforcement and Barry was appointed as the Vice Chair of the Children and Adults Overview and Scrutiny Committee.
Since being elected as your Member of Parliament Rehman has worked diligently on your behalf and has spoken in the House at least 50 times already this year.

Through the four PACT’s (Partners and Communities Together) based at St Matthews Church in Wigmore, Derwent Way , Barleycorn Drive and St Margaret’s, we continue to keep in touch and work with the community.
We are proud that the first SACT (Schools and Community Together) in the Rainham Girls School has been launched in December with the Howard School launching in January. We feel that this is a positive step by the schools in enhancing their position in, and their contribution to, the local community.
We have invested in several road safety schemes, children’s play areas and various community projects through our Ward Fund and the Members Priority Fund throughout the year. We hold regular street stalls in the Rainham Shopping Precinct, normally the third Saturday in each month.
Rainham Central continues to be a clean, safe and fantastic place in which to live and we look forward to serving you in 2011.
We hope that you have enjoyed a wonderful Christmas and wish all residents a safe and Happy New Year.

Rehman Chishti: To ask the Secretary of State for Transport if he will take steps to ensure that future rail fare increases in the South East are proportionate to average earnings growth for regular pay for passengers in the South East. [7011]
Mrs Villiers: The Government are committed to fairness on rail fares. The present formula provides for annual increases of RPI +3% on South Eastern franchise up to and including 2011 and RPI +1% on other franchises in the South East region. We hope to be able to keep the current formula for the cap on regulated fares, but we will need to wait until further work has been done on the spending settlement before making a final decision on the fare formula for next year. Conzenton Park Skate Board Opening

They discussed various Community Safety issues and Karen reinforced her desire for the School to be a vibrant part of the Community.
They have also agreed to ongoing meetings and have always supported the Derwent Way PACT with accommodation for their regular PACT meetings.

Cabinet Portfolio Holder Cllr Mike O'Brien and his team of Community Officers, with our partners in the Police, Health and Youth Workers carried out a joint exercise in Rainham Central on Thursday 21st October.
Starting at the Howard School at 0800 Cllr Barry Kemp joined Mike and PC Debbie Phillips in monitoring traffic in the Derwent Way area before holding an exhibition in the Howard School and then on to Rainham Girls School.
The Community Safety team manned their display unit in the Rainham Shopping Precinct, along with the Police Mobile Station.
We met virtually all pupils in both schools and scores of local residents to discuss issues affecting them.

The guest stars were the string quartet 'Raven'.
A really superb group, playing to a packed St Matthews Church. They had recently played at the Castle Concerts in Rochester.

• The appeal is made under section 78 of the Town and Country Planning Act 1990
against a refusal to grant planning permission.
• The appeal is made by Boundwell Ltd against the decision of The Medway Council.
• The application Ref MC/09/1078, dated 13 April 2009, was refused by notice dated
19 January 2010.
• The development proposed is described as the “erection of two storey building to
include ground floor A1 unit and A5 unit, two flats at first floor level”.
Decision
1. I dismiss the appeal.
Procedural matter
2. For consistency, the address given in the header above reflects that used in the
Council’s Decision Notice.
Main issues
3. I consider the main issues to be the effect of the proposed development on the
living conditions of neighbouring and future residents and its effect on highway,
pedestrian and cyclist safety.
Reasons
Living conditions of neighbouring and future residents
4. The Council acknowledges that the site lies within the urban area and within a
recognised neighbourhood centre in the adopted Local Plan. As such the
principle of commercial development, including A5 hot food takeaways, is
unobjectionable in policy terms. Nevertheless it is also necessary to assess the
impact on interests of acknowledged importance including the living conditions
of neighbouring and future residents. The Council considers that the proposal
would be detrimental to these interests specifically by virtue of additional noise
and disturbance, anti social behaviour and smells.
5. Currently, there are both commercial and residential premises adjacent to the
site. The commercial premises include a tyre fitting company, office premises
and an osteopath and there are what appear to be upper floor residential
premises to each side of the site as well as some single storey residences to
the north east of the site in Elizabeth Court. According to the Council these

constitute elderly persons accommodation. There are also residential
properties on the opposite side of London Road.
6. London Road, the A2, is a busy road and it is clear from the Appellant’s
acoustic assessment that traffic noise is a significant component of the overall
noise to which residents are and would be exposed. As defined in Planning
Policy Guidance: Planning and Noise (PPG24), the site lies within Noise
Exposure Category (NEC) ‘C’ during both the day and night. PPG24 says that
in these circumstances local planning authorities should have regard to the fact
that planning permission should not normally be granted for residential
development. Where it is considered that permission should be given,
conditions should be imposed to ensure a commensurate level of protection
against noise. The Council has suggested conditions which would mitigate
against transport related noise affecting residents in the bedrooms of the first
floor flats and, subject to their imposition, the proposed flats would be
acceptable in this respect.
7. However, there is no doubt that the proposed A1 and A5 units would also
introduce new commercial activity into the area and the proposed uses are
such that any noise and disturbance is likely to extend later into the evenings
than that arising from the existing commercial activities. Whilst this may not
itself result in material harm to neighbouring residents, especially bearing in
mind the former use of the site, concerns have also been raised that anti-social
behaviour may be associated with the takeaway. Although there is no reason
to believe that the proposed unit would be intrinsically different in this respect
to any other hot food takeaway - many of which are located in mixed
commercial/residential areas – Kent Police observe that the rear parking area
may become a point for congregation or anti-social behaviour.
8. The rear parking area is intended in part to serve the parking needs of
customers of the A1 and A5 units as well as the parking needs of staff and the
residents of the flats. However, the area would be largely out of view from
London Road and there would be only limited natural surveillance from the
surrounding residential properties. Notwithstanding the Council’s suggested
condition in respect of lighting for the area I agree that the layout of the site is
likely to encourage congregation in the car park. This in turn is likely to lead to
higher levels of noise, disturbance and anti social behaviour than may normally
be associated with a takeaway and which I find would cause material harm to
the living conditions of the residents of the adjacent and proposed flats.
Notwithstanding the screening inherent in the arrangement of the dwellings, it
is also likely to be detrimental to the living conditions of the occupiers of the
closer properties in Elizabeth Court. The proposed layout would also fail to
contribute to the creation of a safe community contrary to Planning Policy
Statement 1: Delivering Sustainable Development. In this respect I find that
the proposal does not represent a high quality of design.
9. Concerns have also been raised in respect of cooking smells. However, given
the separation of the proposed takeaway from the adjacent residential
properties and subject to appropriate conditions governing the installation, use
and maintenance of appropriate extract equipment no significant harm would
arise. Nevertheless, for the reasons above I find that there would be material
conflict with LP Policies R18 or BNE2 which seek to protect the living conditions
of neighbouring residents.

Highway, pedestrian and cyclist safety
10. According to the Council, the proposed development is likely to encourage
indiscriminate parking in front of the site on the main A2 (a busy distributor
road) and is likely to generate an increased number of turning movements into
and out of the site. The Council considers that in conjunction with the traffic
generated by the nearby superstore these matters would be harmful to
highway safety. Local residents raise similar objections. They also voice other
concerns in respect of highway safety including that the site would be used to
turn towards Rainham out of Edwin Road (involving multiple conflicting
movements), that delivery vehicles would stop on the A2, that vehicles would
queue back onto London Road if the car park was full, that the pedestrian
crossing is too close to the proposed access/egress and that the area is already
an accident black spot.
11. I saw on my midday visit that the A2 was indeed busy. However, I also saw
that there were significant waiting and parking restrictions in the vicinity of the
site including double yellow lines extending across the site frontage up to the
hazard lines of the adjacent pedestrian crossing. Given these restrictions and
the narrowness of the A2 at this point I consider it unlikely that there would be
indiscriminate parking on the road. In any event, action could be taken against
those parking in contravention of the restrictions. Consequently, the visibility
for vehicles entering and leaving the site is likely to be good.
12. The Appellant’s evidence, based on data obtained from the Accident
Investigation Officer at Medway Council, shows that within the 10 year period
from the 1st January 2000 to the 31 December 2009, there were only three
accidents in the vicinity of the site resulting in injuries. None of these
accidents were directly associated with the use of the petrol station access.
However, the Council points out that there have been 19 accidents recorded
within 200m of the site since 1995 - of which 16 occurred between 1995 and
2000. The Council believes this was when the petrol station was in operation -
although I note that the Appellant states that the filling station only closed in
March 2004.
13. Irrespective of the date at which the garage ceased trading, four of the
accidents identified by the Council directly involved vehicles accessing the site.
It is therefore reasonable to assume not only that the petrol station contributed
to an increased accident risk but that there would be some increased risk
associated with the proposed development. Nevertheless, use of the site as a
petrol station would be likely to generate appreciably more traffic and
conflicting movements than the current proposal and the Appellant points out
that there is an extant permission for a petrol station on the site which could
be taken up at any time. Although this does not appear to be the Appellant’s
preferred use - the site having remained derelict for some years - I accept that
a petrol station remains a realistic option and should attract at least moderate
weight as a fallback position. Notwithstanding that expansion of the nearby
Tesco superstore may increase traffic on this section of the A2 (as may other
local developments) it is likely that the proposed development would involve
less risk than if the site were to be used for a petrol station.
14. There is no right turn onto the A2 from Edwin Road and I understand that when
the petrol station was operational its forecourt was used as an unofficial means

of turning right towards Rainham. However the proposed layout, with its
circulation to the rear of the building, would make it more difficult and less
attractive to execute such a manoeuvre. Consequently I do not see this matter
adding significantly to the volume of traffic movements entering and leaving
the site.
15. The number of parking spaces to be provided is compliant with Policy T13 of
the Medway Local Plan (2003)(LP) and given that the parking would be to the
rear, the length of access alongside the building would provide a significant
‘buffer zone’ for cars entering the site. Blocking back onto the A2 would
therefore be unlikely. The Council is also concerned that the parking would be
inadequate to serve the needs of the residents and the two businesses.
However, the Appellant suggests that the Council’s view in respect of the
quantum of parking spaces likely to be required by staff is somewhat
misplaced. Whilst I accept that the demand for residential and staff parking
would reduce the availability of on-site parking for customers I saw on my visit
that there were bus stops nearby and I note that it is intended to provide cycle
stands on site. I also saw that there are a large number of residential
properties close to the site and many customers are likely to be on foot.
Taking account of all these matters and the fact that the number of parking
spaces to be provided is just less than the maximum allowed I find the
proposed parking levels adequate.
16. I note that the proposed layout seeks to segregate pedestrians and vehicles
within the site and that the nearby pedestrian crossing gives a means of access
from the south side of the A2. Whilst there would inevitably be some
conflicting movements between pedestrians using the footpath and vehicles
accessing the site, the set back of the proposed building and the creation and
retention of appropriate visibility splays (matters which could be secured by
condition) would ensure good intervisibility between pedestrians and vehicles.
Similarly there would be good visibility between vehicles exiting the site and
the nearby pedestrian crossing. Consequently I do not see that pedestrians
would be exposed to material risk. Similar considerations would also apply in
respect of cyclists using the cycle lane and whilst I am conscious that cyclists
may travel somewhat faster than pedestrians, I saw that there are already a
number of accesses and crossovers along this stretch of cycleway. These
should already serve to limit the speed of cyclists.
17. Notwithstanding the accident statistics noted above in respect of vehicles
accessing the site it is the view of the Council’s Senior Transport Planner that
the accident rate on this section of the A2 is generally low. The accident
database indicates that, within the last three years, there has been only one
accident within 200 metres of the site as a result of turning onto a private
access. In these circumstances whilst the development would, compared to
the current situation, increase the accident risk I do not consider any such
increase in risk to be so significant as to warrant dismissal of the appeal -
particularly bearing in mind the fallback position. Nor do I find that there
would be any material effect on the flow of traffic along the A2.
18. For these reasons, and whilst having had regard to the complications inherent
in the existing road layout and the other matters raised by local residents in
respect of highway safety it is my view that, subject to conditions controlling
the direction of access/egress and the provision of visibility splays and cycle

parking, the proposed development would not cause material harm to highway,
pedestrian or cyclist safety. As such it would not conflict with LP Policy T1
which, amongst other matters, seeks to ensure that developments do not add
significantly to the risk of road traffic accidents. In this I agree with the
conclusion reached in the officer’s committee report. There would be no
material conflict with LP Policy T2 which deals with proposals involving the
formation of a new access or an intensification of the use of an existing access.
Other matters
19. Much of the Appellant’s submissions are based on the A5 unit being occupied
by a Domino’s Pizza outlet. Whilst I have no doubt that this is the Appellant’s
intention, planning permissions run with the land and it would not be
reasonable to impose a condition which sought to limit the occupier to a
particular company. Consequently, I have given no weight to those arguments
directly related to use of the site by Domino’s.
20. Despite some objections to the appearance of the proposed building the
Council has not considered this a reason to refuse the application. The height
and scale of the proposed building would be commensurate with that of the
nearby properties and although it would appear a more modern design it would
be well separated from the buildings to either side and would stand alone.
Given the variety of other designs apparent in the area the development would
not appear incongruous in the street scene. This does not, however, affect my
concerns in respect of the proposed layout.
21. A considerable number of letters were received supporting, as well as objecting
to, the application. Objections included the view that the site should be
allocated solely for residential use, concerns over litter, rats and the impact of
a hot food takeaway on children’s health and concerns over the Council’s
handling of the application. Matters raised in support included the potential to
improve the site’s appearance and the opportunities for jobs. Notwithstanding
that it is alleged that very few of the letters of support came from people living
in the immediate area of the site, in reaching my determination I have taken
account of all of the valid planning matters raised in all of the representations.
Conclusion
22. The Appellant also points out that the proposed development would result in
employment opportunities for local people and has drawn my attention to
Policies EC2 and EC10 of Planning Policy Statement 4: Planning for Sustainable
Economic Growth. However I find that neither this, nor the improvement in the
derelict appearance of the site, would be sufficient to overcome the
development plan conflict identified above and having had regard to all other
matters before me, including the suggested conditions, I conclude that the
appeal must fail.

There will be an abnormal load travelling through Gillingham on the night of Friday the 3rd September.
The National Grid vehicles (75 metres long) will leave Chatham Docks at approximately 10pm, accompanied by a police escort and rolling road closure.
It will travel along Pier Road, Sovereign Boulevard, Hoath Way A278 to the M2 Junction 4. It will then continue on the M2 to Junction 3 Bluebell Hill.

Cllr Mike O'Brien the Cabinet Portfolio Holder for Community Safety and Enforcement attended the Medway Community Day held at Rainham Girls School this morning with the Deputy Mayor Cllr Vaughan Hewitt. Lots of different community stalls were present, including Bee Keepers, Vegetable growers, Composting, Face Painting and lots of various activities for the children and adults alike.

Rainham Central Councillors Barry Kemp and Mike O'Brien have taken a birds eye view of their ward by taking advantage of the St Margarets Church open day when visitors were allowed up to the top of the clock tower.
Mike O'Brien said : "After the initial climb to the top of the tower, the views were, quite frankly breathtaking. We could see virtually the whole of Rainham Central and Rainham North, it was well worth the climb"

Rainham Central Councillor Mike O'Brien visited the Mega Football Card Swap on Sunday afternoon at the St Matthews Church Hall. Organised by members of the congregation of St Matthews the event attracted hundreds of youngster, and adults, who wished to swap their football cards.
Paul Warren the main organiser said "It attracted lots of youngsters and it was a joy to see them interacting with each other whilst swapping and discussing their cards".

The Cabinet Portfolio Holder for Community and Safety in Medway Mike O'Brien attended the simulated road traffic accident (RTA) display in Gillingham High Street this evening.
Partners from South East Ambulance, the Police and of course the Fire Service put on a superbly realistic RTA with real life volunteers realistically playing the part of the victims.
A large crowed gathered to watch the display, photo shows Mike with all of the team involved in the exercise.

He was joined by the Parliamentary Undersecretary of State for Local Government Bob Neil MP, David Frost the Director General of the British Chambers of Commerce and Cllr Paul Bettison the Chairman of the LGA with special responsibility for Local Government Regulation.
Mike's presentation covered the Estates Excellence Award Scheme that was piloted in Medway in November 2009.

Rainham Central Councillors Rehman Chishti MP, Barry Kemp and Mike O'Brien have presented St Margaret's Churchyard group of volunteers with a brand new petrol mower to assist them with their regular churchyard grass cutting.
The Councillors said : "The Church is such an integral and vibrant part of our community, the volunteers work extremely hard keeping the grass in the churchyard under control and we were pleased to have been able to assist them with this mower which we have paid for from our Ward Funds".

he Planning Committee have given permission for this development to now go ahead, subject to the main change that your Rainham Central Councillors have campaigned for, and that was a bungalow in place of the proposed house adjacent to number 41 Maidstone Road.
Your Rainham Central Councillors have fought a long campaign against this development and have attempted to get MHS Homes to consider Sheltered Housing. However, this was not to be the case.
In the meantime, MHS Homes are still appealing against the previous decision to build a house next door to number 41 and we have to hope that the Inspector does not grant this appeal.

Rehman Chishti MP for Gillingham and Rainham was guest of honour last night at the Annual Presentation evening for the Hollands and Blair Football Team. Here Rehman is the President of the Club and is pictured here with the Chairman Laurence Plummer and the Corporate Director Spencer Teachen.
Rehman presented prizes to the the team members and was given a warm welcome by all of the players and their guests.

Cllr Mike O’Brien became Medway Council’s Portfolio Holder for Community Safety and Enforcement last month.
He quickly wants to get a handle on the issues causing residents in all 22 wards the most concern and will spend the first 90 days visiting as many PACTS, Community Neighbourhood Groups and Residents Groups as possible to find out what their issues are at first hand.

St Margaret's PACT meeting 1st June

This message has just been received from Kent and Medway Networks (The Link) -South East Coast Ambulance Service NHS Trust (SECAmb) have announced details of this year's ‘Shaping the future of your ambulance service' days. These events give patients, members of the public, staff and people from organisations they work with a chance to hear from the Chief Executive, put questions to the directors, take part in group discussions about how to improve their services, and meet other people with an interest in health services.
This is the fourth year running they are holding these successful events, and this year there will be six (one in each local authority area) as opposed to the usual three, in order to enable more people to attend. As always, these are interesting, interactive events with lunch and refreshments provided. Read more...

The Conservative Parliamentary Candidate Cllr Rehman Chishti was invited to speak to a packed meeting of the Federation of Small Businesses last evening at the Pembroke Centre in the University of Greenwich in Chatham Maritime. Rehman easily outshone his opponents in the first hustings of the campaign. The Conservative pledge to scrap the Labour employment tax of a 1% rise in National Insurance contributions was exremely well received.

Puffin Crossing on A2 by Guardian Court and Pump Lane

We are pleased to inform residents that work will start on installing the new Puffin Crossing by Guardian Court and Pump Lane on the A2.
Work is scheduled to start on March 29th, to enable these works to be carried out safely, it will be necessary to introduce the following measures:
1. Temporary 30mph speed limit on the A2 from 20m East of Elizabeth Court to 235m East of Guardian Court for the duratin of the works.
2. Road closure of Pump Lane at the junction with the A2 for exiting traffic for the duration of the works.
3. Complete road closure of Pump Lane at the junction of the A2 for up to 5 days during school half term time. A signed diversion will be provided to direct traffic along Beechings Way and up Bloors Lane to the A2.
4. Prevent parking on the A2 West of Marshall Road to 185m East of Guardian Court.
101 Maidstone Road Rainham loses Appeal

The Deputy Mayor Councillor Barry Kemp, accompanied by his two Rainham Central colleagues Councillors Reh Chishti and Mike O'Brien were pleased to accept an invitation to attend the Sunday Worship at the Sikh Sri Guru Nanak Gurdwara in Byron Road, Gillingham today. The Deputy Mayor thanked the President of the Gurdwara for his kind invitation and he and his colleagues enjoyed a home cooked lunch afterwards.
The Gillingham Gurdwara was established in 1984 and this religious and community centre serves the Sikh community of Gillingham, Rainham, Sittingbourne, Sheerness, Canterbury and Dover. The Temple performs religious, marriage, birthday and about 15 festival ceremonies. Some 150 Sikh families use the centre for various activities, such as sports, mother tongue education and community welfare awareness information services.

Rainham Central Ward Councillors were pleased to have been able to assist 16 year old Rebecca Murrell of the 1st Wigmore Guides by giving her £500 to help her to travel to Sangam in India as part of the Girl Guides Centenary. The trip will give Rebecca the opportunity to work in a Community Project with local children.

The main vehicles, which are 75 metres in length, will be accompanied by a police escort and a rolling road closure will be in place. A2 London Road Crossing by Guardian Court/Pump Lane

Rainham Central Ward Councillors Barry Kemp, Reh Chishti and Mike O'Brien have welcomed the news that consultation is now in progress on a proposed Puffin Style Pedestrian Crossing on the A2 by Guardian Court and Pump Lane in Rainham.
This follows a long campaign by Rainham Central Councillors and a petition from the residents of Guardian Court.
Road Safety Manager Bryan Shawyer said today "A suitable location has now been identified and it is proposed to install a Puffin type pedestrian crossing at this site. The PUFFIN (Pedestrian User-Friendly Intelligent) crossing is a signal controlled facility where pedestrian detection is used to automatically vary the length of the pedestrian period, giving pedestrians the time they need to cross. The system should also remove the irritation some drivers feel when stopped needlessly at existing crossings when there are no pedestrians waiting to cross.
Residents have been written to asking for their views.

Rainham Central Ward Councillors visited the Open Day at St Margaret's Church in Rainham this morning. After an organ recital by the Deputy Mayor Barry Kemp, the congregation were treated to some beautiful songs from the Junior Choir.

The Conservative Parliamentary Candidate Councillor Reh Chishti and fellow Rainham Central Councillor Mike O'Brien attended the Sutton Valence Choral Society and The Old Barn Orchestra concert at Rochester Cathedral today Saturday 13th February. The Concert was in aid of Demelza House Charity and was conducted by Bryan Gipps.

Rainham Central Councillors are pleased to announce that work will start in early March on the complete refurbishment of the Cherry Tree Road Play Area.
In addition new facilities will be in place for the 13 to 18 year olds.

Mike O'Brien went to Holy Trinity Church Hall this afternoon to visit M.A.P.S (Mark's Activity Programme Service). The service delivered by Mark is Activity Sessions for People with Disabilities.
Mike saw for himself the positive input given by Mark and Carers and the obvious enjoyment of the clients. This programme runs weekly on a Tuesday afternoon and is supplemented by a similar group on Mondays and Fridays at Walderslade Baptist Church in Catkin Close Walderslade ME5 9HP.

Campaigning in Gillingham and Rainham

After a night of sleeping out in the MHS homes car park, Rehman joined some of the campaign team, (from 8am - 1pm) for a morning campaign session in Gillingham North where they finished delivering the ward with the NHS surveys to local residents. After lunch the full campaign team campaigned in Rainham, many thanks to everyone who helped today in particular our Young Conservatives.

Councillor Mike O'Brien met today with the Police, PCSO's, Community Safety Officers and Housing Officers, all of whom deal with Rainham Central.
Various issues were discussed about the anti social behaviour that affects our area and ideas exchanged.
The consensus was that it was an extremely useful exchange of information and ideas and that we would meet on a three monthly basis in the future. This will of course be in addition to the PACT meetings.

We are pleased to report that following representations made on your behalf, the Planning Committee turned down the application for a Fast Food Takeaway on the above site last night.
Your Rainham Central Councillors's made the points that you had made to us, namely:
Noise, pollution, anti social behaviour, lack of parking, speed and intensity of traffic.Fast Food takeaway not wanted in this area.
We do realise that something has to be done with the site and also called for it be redesignated as housing.
The applicants do have the right to appeal and we will have to await their response to the refusal.

Rainham Central Councillor's Barry Kemp, Reh Chishti and Mike O'Brien visited the 5th Rainham North Guides last night to present them with a Sound System that the Guides purchased with some of the £300 donated from the Rainham Central Councillor's Ward Fund.
Unit leader Paula Sharp said "We have been struggling with an antiquated sound system and will be able to use the new sound system in future meetings.We will also use the balance of the money to purchase camping equipment.
The Councillor's said "We are pleased to help the 5th Rainham North Guides, particularly as Girl guiding is celebrating it's Centenary year. It is a very successful unit with 35 members In addition to other activities, the unit has learnt to juggle and has also taken a self defence class."

2010 promises to be a year of change, when you, as voters have the opportunity of ejecting this dreadful Labour Government from office. Whether it comes in March or May, your Rainham Central team are ready. The recession has touched us all and we are doing everything we can as Councillors to promote Business in Rainham Central.
We have also established our web site which can be found at: www.rainhamcentralconservatives.co.uk
As you know, Reh, Barry and Mike, with the tremendous assistance of their delivery team, have delivered over 35,000 leaflets to residents of Rainham Central over the last year.
We will continue to support our four PACTs (Partners and Community Together) in St Margaret’s, Derwent Way, Wigmore and Barleycorn. These PACT committees meet regularly and keep in touch with local residents in their areas and are an important liaison between the three Rainham Central Councillors and their constituents.
Our Street Stalls will continue to be held in the Rainham Shopping Centre on a bi-weekly basis. These have proved popular with residents who are able to speak to their local Councillor’s on a regular basis.
We have established traffic speed warning signs in Woodside and will continue to work closely with the Police and Community Safety Officers in keeping Rainham Central a safe and pleasant place to live in.

Snow Clearance

Thank you to all residents for your patience and forbearing in this unusally cold snap that we have just experienced. Following determined and persistent efforts of your Ward Councillors the most important areas of the Shopping Centre, Car Park and Church were gritted. All major roads were cleared thanks to the tremendous efforts of the Councils Highway Team, many thanks to them.
Pavements are still icy, but we are sure that residents will understand that the main focus of the Highway Department is to ensure that the main routes are safely navigable.
Congratulations also to Arriva, I used the buses quite extensively on Monday and Tuesday and was pleased that they all seemd to be running within time.
Let us hope that the thaw comes soon, although it might be nice to have just a touch of snow for Christmas Day.
Final thanks to our Refuse Collectors, snow and ice did not deter them from picking up our rubbish, well done to all.
Don't forget Midnight Mass tomorrow, hopefully we will see some of you there.

Our Parliamentary Candidate Reh Chishti addressed a packed hall at Rainham School for Girls this afternoon. Sixth Form students from The Howard School for Boys, Rainham Mark Grammar School and Rainham School for Girls packed out the school hall this afternoon for a Political awareness session.
Reh outlined his plans for a Conservative Government and explained why students should vote Conservative. He was given a warm reception and many students asked afterwards how they could help his election campaign.

Councillor Mike O'Brien as Chairman of the Health and Adult Social Care OSC on Medway Council, accompanied by Councillor Silvia Griffin received a petition today from Mrs Christine Baker of the Medway Pensioners Forum calling for the reinstatement of the Hydrotherapy Pool at Medway Maritime Hospital.
Christine has been leading this campaign and says that "This pool was raised by public subscription and is a necessity as far as pensioners in Medway are concerned".
Mike will present the petition to both the Hospital and the Council in the New Year.

The residents of Marlborough House joined in the Children in Need activities last week and raised a whopping £100 for the charity.
The residents at Marlborough held a 'glitter evening'in aid of Children in Need. Everyone came dressed with something glittery. Manager Linda Cardwell said "The residents collected £100 for the charity. Entertainment was provided by Roy on the keyboards and we also laid on plenty of refreshments - beer wine & nibbles - which went down very well too!!!

The men dressed up as women and the women as men in their combined efforts to raise an AMAZING £440.50

Rainham Councillor's present Parkwood Community Centre with £32,000

Rainham Councillors supported the efforts of Rainham Community Centre in Parkwood Rainham Kent today, by donating a cheque for £32,000.
The Community Centre found that they were £32,000 short in their funding for new improvements to the Centre. If they hadn't been able to find the necessary funds, their Lottery grant would have been jeopardised.

The team took part in a Sheltered Housing Quiz two weeks ago when
all of the Sheltered Housing schemes in Medway took part in a special quiz night to celebrate the Full Of Life Old Peoples Day at Woodchurch House in Twydall. A successful evening on three counts: Over 80 participants, £93 contributed to the raffle and Longford Court won!

All of the Sheltered Housing schemes in Medway took part in a special quiz night to celebrate the Full Of Life Old Peoples Day at Woodchurch House in Twydall yesterday evening.

Longford Court residents clock up a combined 210 years!

Mike O'Brien was privileged to be invited to a joint Birthday Party today at Longford Court, at the bottom of Mierscourt Road. All of the residents joined in with the Birthday celebrations.
Mike said "It was a privilege to be invited, I am given such a warm welcome everytime I visit but this was really special".

Deputy Mayor and Rainham Central Councillor Barry Kemp recently reviewed the arrival of a fleet of new buses that Arriva will be using in the Medway Towns.
Barry, pictured here behind the wheel of on of Arriva’s new fleet of Single-deck buses that will be used on the 132 Service from Chatham to Hempstead Valley, via Rainham.
The fleet of 16 brand new single-deck buses representing an investment of £1.85 million by Arriva, was launched by Barry in his capacity of Deputy Mayor of Medway, at a ceremony on the Parade Ground of the University of Kent on August 27th. Read more...

Mike visits Marlborough House

Mike visited Marlborough House in Rainham High Street today and met residents at their weekly coffee morning. Residents also presented a petition to Mike to present to the Full Council on the 10th September. Residents are concerned at plans to move their Care Manager.
Mike was also shown around the complex and promised to investigate their concerns.

As Chairman of the Health and Adult Social Care Overview and Scrutiny Committee, Mike was invited to the Joint Swine Flu exercise held at the Compass Centre in Chatham Maritime.
In a worse case scenario, the Compass Centre will be opened up to handle Tamiflu distribution on a major scale.
The exercise was attended by, amongst others, Marion Dinwoodie, Chief Executive NHS Medway, Eddie Anderson the Chairman of NHS Medway, Dr Alison Barnett the Director of Public Health and representatives from Medway Council and the Community Health Partnership. Volunteers provided a steady flow of worried Flu Buddies, collecting Tamiflu on behalf of their fictitious friends.
Mike said after the exercise " I was encouraged to see all of our Partners working in cooperation, the Health Professionals are forecasting a POSSIBLE return of Swine Flu in the Winter and it is encouraging to see that plans are in place to ensure that the people of Medway are adequately catered for. Obviously this was an exercise and we are all keeping our fingers crossed that a worse case scenario doesn't happen."

Health meeting in Rainham a success

More than 30 local residents turned up to speak and listen last night (20 August 2009) at the first Health Committee meeting to be held in the community.

We visited the Park this morning (8th September) and can confirm that Contractors are waiting for one or two items to be installed, it should be fully operational by the weekend. (weather permitting).

Barry to the rescue!

Mrs Gregory's lock on her door broke and was replaced. Unfortunately, it was the wrong type of lock. A 'Back Door' type of lock was fitted to a front door.
She was treated quite unsympathetically for about 7 months by officers who couldn't really appreciate the problem. Her family had even offered to pay for the correct lock to be supplied and fitted. An offer that was declined After Barry intervened on her behalf, officers inspected again and decided that a new front door, complete with a proper lock should be fitted after all. Read more...
Barry and Mike attend the Queen's Garden Party

Barry Kemp (as Deputy Mayor) and Mike O'Brien were honoured to be invited to the Queen's Garden Party (in the company of the Mayor of Medway Councillor David Royle) at Buckingham Palace on July the 14th. The previous week had been a complete washout and Barry and Mike were very much relieved that the sun broke through at 3pm and continued for the duration of the Garden Party. The Duke of Edinburgh spoke to Barry, asking him about the Mayoral Chain that he was wearing.

Mike O'Brien presented three petitions on behalf of local residents opposing the proposed takeaway at 101 Maistone Road to the Full Council last Thursday.

Rainham Central councillors Rehman Chishti, Barry Kemp and Mike O'Brien along with the police, local residents, and the Headteachers of the Howard and Rainham school for girls attended a public meeting in Rainham, which helped setup a PACT for the area, as a means of getting all the parties working together in dealing with community safety issues.
After the meeting the Rainham Central councilllors said 'We are delighted to see residents from all nearby local roads and the Headteachers, it is important to work together in resolving COMMUNITY SAFETY ISSUES. The PACT process works well, in getting communities to come together along with the police and councillors in resolving these day to day community safety issues. Sir, amongst the many excellent initiatives announced at Medway’s budget meeting by the Conservative group (26 February 09) I was particularly pleased that Deputy Leader Cllr Alan Jarrett introduced a freeze on car parking charges for three years and is pioneering free parking on the run up to Christmas. I have been campaigning on these issues for some time because I believe that in this tough economic climate we need to do what we can to encourage people to visit our five town centres.
Medway’s car parking charges are already one of the lowest in Kent and these measures will ensure that they remain so for the foreseeable future and will have huge benefits for Medway’s motorists, shoppers and retailers. Read more...

Parkwood residents attended in large number a community safety public meeting held, by their local Councillors, Cllrs Howard Doe, Cllr, Roy Hunter, Cllr David Royle Cllr Kemp, along with the Cabinet Member for Community Safety, Cllr Rehman Chishti, and the Police representative.
